There should be an upper strength limitation (as with alcohol) but this should not be prohibitively low as such to create a 'binge' usage in order to satisfy an individuals specific metabolic requirement. Nicotine is itself the least of our concerns in relation to tobacco products, and indeed a child of 12 years old, under current legislation, may freely purchse a box of 24mg nicotine patches from any high street pharmacy in the UK. Patches are sold in simple NON CHILDPROOF packages containing mutiple patches, each with a total nicotine content of 114mg PER PATCH (or more - this is the 21mg patch). Nicotine is proven to be no more harmful in responsible doses than caffeine, and has for many years been freely available in mutliple forms from millions of outlets worldwise, so why is this consultation really being compiled....?

04/04/20104071481Commercially available liquid nicotine currently available in the UK is not known to be harmful when used in a personal vaporizer and there have been no reports of harm being caused to current users - not the case with tobacco cigarettes! Liquid nicotine is expected to be sold in child-proof containers whereas tobacco cigarettes have no such restrictions placed upon them although the packet contents are well known to be harmful. Liquid nicotine, although addictive, is not known to be harmful in the diluted form available for use with personal vaporizers and is sold for use by adults. Liquid nicotine is subject to the same safety advice as any other product that could cause harm to a small child, ie/household cleaning products and drain cleaners commonly found in cupboards under kitchen sinks. Liquid nicotine and personal vaporizers are not marketed as cessations products but as a less harmful 'smoking' product that has helped many of their users quit tobacco cigarettes altogether and has in very many cases brought about a notable improvement in general respiratory health. For instance, I haven't touched tobacco since being given my first electronic cigarette/personal vaporizer, five months ago. I had been a smoker for more than 44 years and, to date, can only comment favourably on the e-cigarette and its benefits for those such as I.

I tend to vape at seemingly high nicotine levels (and sometimes low levels), yet if I go without for a long time, I do not have nearly as much of a craving as I did when my habit consisted of using tobacco cigarettes. It is my opinion that cigarettes in their current form have been engineered as a highly addictive product for the purpose of creating lifelong customers that have deadly side affects and should not be fully considered as "nicotine products"
