Can I setup an Idea Portal where new ideas are approved?
Yes. See:

Once Moderator approval is setup:
- When new ideas are posted, all the moderators of the system are notified by email
- Moderators have a link (for approval and declining) new ideas

Moderators can also login to the system and view un-approved ideas etc.
